It's pretty clear that's a balloon, the question is whose balloon.  Militaries are making use of high altitude balloon with state of the art sensor packages to gather intel, they are orders of magnitude cheaper to use than fixed wing a/c designed for the same job. This could have been one of our Aerostars, but there is also the possibility it was launched by a foreign power.
