In that show with Hoagie, Art was talking about his bulletin board service.  So, this was before he hooked up with Evil Keith and started the website.
Not  knowing the year, initially, I am a little surprised that it was as late as 1995.

Yep the BBS's were big back then, the web took off after Windows 95 was released later in 1995.
That was the era of dial-up modems and I upgraded a bunch of times from slow 2400bps up to 19,200bps and higher at the end prior to eventually getting DSL at super high speed 1Mbps!

damn, listening to a station that plays Art Bell Somewhere in Time reruns and it's a 1995 show with Richard Hoagland - holy shit does Hoagland sound different, way younger.
From looking at older photos of Hoagie and more current photos, it appears Hoagie has lost several of his teeth since those 1990s Art Bell broadcasts.
That would explain a lot of Hoagie's sound differences...

My memory says 56k modems were around for a while...

I think I went to DSL in 1998, maybe a touch earlier.  I remember that I had WEBTV for a while too. My manager made sure I was connected and quick. My first modem had a flashing light if I had an email. Even if the computer was off, I would know something came in. The husband of my GF's friend would come over to download/upload Filipina porn on my connection. I think he had a Jazz Drive. Those were the days...

Yep Keith ended up making websites for a lot of the radio personalities in the 90s, he also was the one behind Hoagie's Enterprise Mission website.

Keith told the story.  He was listening one night as Art tried to tell people how to download from the BBS.  He got in touch with Art and told him about www, so Art gave him the go ahead.  Keith and Art invented the connection between radio and the internet.  After Art was picked up by Premiere, they hired Keith to develop websites for other hosts including Rush.  Art was one of if not the first streamer through the folks at broadcast.com.  And he worked with the folks who developed video streaming, too.

Too bad Ramona (RIP) wasn't around when he signed with Sirius... Art obviously messed up on the contract and the free streaming arrangement.

Art Bell was always on the "cutting leading edge" of technology.
Noory in contrast is on the "trailing edge" of everything...
