Agreed. Because if they WERE talking about it then there is no need to say "that's what I'm talking about", it would be the talking about and nothing more.
And IF I don't know what they are talking about it would be because they are boring or the presentation leaves much to be desired and the result is that I don't know what they are talking about. If they simply say that is what they are talking about, well that doesn't help me. Not a bit. It demonstrates that they are lazy and uncaring, so I don't even care what they are talking about.
