I know those labels, that's an on-base commissary!  How they do it in the main 48 is that day charge cost plus two different percentages.  The store makes something like 10% and the government makes 5%.  I'm sure those numbers are off by a little that's how they keep prices under control supposedly.

With friends living on Guam, I am amazed at how they maintain the quality of life they do.  Of course, much of it is subsidized by the US government...  Especially building supplies and electrical generation... food too.
