While the actual recipe is a trade secret, per wiki it was "was devised at the request of Kroger Grocery, which wanted a product that could clean coal residue from wallpaper!" I recall mom making something like this instead of buying the branded product. I don't really recall it but something homemade versus the store bought branded item. This recipe comes from a convicted person via 18 U.S. Code § 1001 the go-to when the government wants to get someone, for something.
2 cups flour
1 cup salt
1 tablespoon vegetable oil
2 1/2 teaspoons cream of tartar
