My housemate Bob doesn't quite do that to his 23-year-old long-haired chihuahua, but talks to her as if she were the baby.  When he gives her a voice (usually at my instigation), she sounds like Buddy Hackett.  Come to think of it, she looks a lot like Buddy Hackett, if Buddy Hackett had severe cataracts, was missing nearly all of his teeth, and stuck his tongue out sideways.
