I seem to recall that Noory mentioned at some point he created that song back when Art Bell retired again after his period of hosting c2c weekends for awhile prior to his Sirus show.
But Noory must have realized how demeaning the song was back then and didn't release it until years later when Art died.
Now thats all he has for Art Bell anniversary tributes...

I've got that 'retirement' show somewhere in a storage box of cassette tapes.  I seem to recall that Art played the song near the end of his 'last' show and that he named the guy who sang it.  I don't think he mentioned George as being the writer of it, though.  I distinctly remember how cringeworthy it was even then, all those years ago.

I do believe that’s the best George could do.  As sad as that is. We have seen Noory sing on YouTube. He actually sadly is trying to give a tribute with this song.

incredible that this guest is 97 years old, without being told his age I'd guess he was 70, completely lucid and intelligent - not even listening to what he's saying about the RFK assassination, just amazed he's 97.
