Keep in mind that Carlson had been to China three times.  The first by appoitment of a future Commandant of the USMC in 1927-29. And after his 1937-38 observation and over 1,000 miles traveling with the Chinese 8th Route Army (Communists) because Gen Kai Chek and Mac Arthur reject his involvement and recommendations.  The fact is. Carlson was also reporting to FDR privately and even arranged to have the son of FDR to be his Executive Officer.
