Yes. There is a Gallons Per Flush Law that all U.S. toilets have to adhere to. It is sometimes not enough to move that which must be moved. So you either live with it or rip out what you have and spend extra $$ on one of the big baller flushers:

@KSM  Federal law currently mandates that all toilets manufactured for sale in the United States use no more than 1.6 gallons per flush, but WaterSense-labeled models only require 1.28 gallons or less per flush.

President George H.W. Bush signed the Energy Policy Act, a law mandating any toilets installed in homes after 1994 use 1.6 gallons of water or less per flush.

In addition, the water pressure isn't great where I live.  Should be, but it's not.  Some turds just won't go down.
