The legalization of pot in NY for example is a misnomer (for now). Even after Cuomo signed the recent law, it is still illegal to sell it. And technically, even though the law states provisions, it is still illegal to grow on your own property. The law is specific in stating it will be at least 18 months, meanwhile, anyone with a record of being arrested for possession will have it removed within two years.
People have grown their own for years despite the previous law, the only reason the State proposes restrictions is to eventually tax it the same way alcohol is. Meanwhile, NY residents are buying seed and growing products from California etc. We can and will grow up to 5 pounds per household this summer.
