Dietrich had his entire life before 1988 to figure out how to take advantage of the system. The fucker, as far as I can find, has never worked a steady job in his life. My educated guess is that his parents learned how to take advantage of the welfare system in California. His father never held a job after he retired from the Navy in 1965, and I don't think his pension at E-6 was anything worthwhile. You can't choose a shithole state or city to live in and expect to make ends meet on a single income with two kids, and if you remember the 70s into the 80s the rate of inflation was terrible.
