It was a 2005 article in The Scotsman:

So if you actually note the timeline associated with Dietrich's claims, the book "Red Undead" was actually just a manuscript being edited by David J West who bailed on Dietrich, and Dietrich was not able to actually publish it himself.  So he had Vinny work on it, and it became the latest Vampire book where Dietrich also plagiarized the Asian cosplayer on the front cover.
