I am seeking your assistance in the verification of a person who has been reported to have served in Vietnam in the US Army Special Forces.
I am a former US Marine infantryman, researcher, and military historian. The person in question is Miguel Angel Valles. 

Valles was the elder cousin of Richard Ramirez, the infamous "Night Stalker" serial killer.

I have also submitted a FOIA to the NPRC (attachment enclosed).

Valles has been described as having committed war crimes against the Vietnamese and taken photographs that he showed to and influenced his cousin, the serial killer "Night Stalker", Richard Ramirez. It is my opinion that the story about "cousin Mike" was created by the killer Ramirez himself and propagated by crime writer Philip Carlo.

I intend to expose Philip Carlo (deceased) and others as perpetuating a fraud using a disabled US Army veteran without evidence.

It is so obviously proven to be false and he has no defense for it.  My research also discredits his source, Philip Carlo.
