John Henry Hagman was born in 1956 and was commissioned in the US Army Medical Corps as a 2nd Lieutenant, MD in 1980. His specialty in the field was battlefield trauma.

I found no evidence of Hagmann ever being assigned to Letterman Army Medical Center at the Presidio during the years Dietrich described or after. 

As a trauma doctor and lower-ranking officer in the early 80s, Hagmann would not have been conducting unusual experiments on individual patients and certainly not on underage civilians as Dietrich has described

Hagmann appeared to have escaped the notice of military officials for nearly a decade, but all of it came to a head in the summer of 2013!
Obviously, Douglas Dietrich picked up on news reports at that time and then created another bullshit story to add to his bio.

Conclusion:

Dietrich dragged this asshole into his own perverted story. Hagmann was at Bethesda, MD as an educator and research MD.  Not much about him is at all available, but it's obvious that Dietrich used the news stories about Hagmann in 2015 as the basis for it.

Hagmann was investigated and his medical license was suspended and later revoked by the Virginia Board of Medicine in 2015.
