Advice would be appreciated.

The past couple of months, I have had a really hard time working with one coworker especially because I caught her getting into my purse. Someone else said they caught her stealing some money from them. (Like $5, but still). Management won't do anything because there are no cameras to witness either incident and the girl is quite obviously special needs. (I'm not saying that to be mean. She actually has autism or schizophrenia or something.) I thought that when I told the manager I didn't feel comfortable working with her, and he agreed not to have us working at the same time, that was that.

However, recently, another coworker has come down with shingles, and with another visiting her elderly mother, I was roped in to working with the problematic girl. Management said that another worker would have to stay late to ensure Problem and I weren't alone together (I don't know what they think would happen, but whatever). The one roped into staying late today had a sour attitude all morning because she thinks I'm being selfish and stubborn. They actually sent ME home an hour a half early because I was making the girl uncomfortable; which we were both ignoring each other so I don't know what I did but there ya go...

Should I just ignore it all and brush it off, or cut my losses and part ways with the place?
It's YOUR life, dear. How dare you be sensible and stand up for yourself :P  I'll echo what Bart said and say - make tracks. You can do better than that place I'm sure.  The $15. management sounds retarded.

Have you got any time investment you'd lose, like tenure or a pension?

Right now? -10000.

It varies depending on when I’m working and who I work with. Most of the people I get along with very well. It’s just problem girl and the one who was mad today (she’s very protective of PG). If you have to get after a person in their 20s for not leaving other’s things alone, they probably should not be working in a public job.

They don't deserve respect. And it is dangerous, what if she had some sort of virus she is leaving in your purse. And you were not treated well. But you like the job. I don't know how many jobs like that you can get. It is good to like your job, I liked mine for years and years, but not the last few. I found liking your job is a very good thing.
Perhaps talk to madtoday and let her know that it does not serve PG to allow her to steal and whatnot, she could end up in bigger trouble later on. She should be helped, not ignored. And I would have my purse in some sort of a slightly bigger bag that you can put a little lock on to protect your belongings. Then see how it goes.

In the past I shared an office with the manager of my area. I had always locked all of my cabinets and drawers at the end of the day. My manager did not. After thinking she'd had money in her labcoat pocket, but not finding it she paid attention one day and left a 5 in it. Gone the next day! Only other assistant managers or housekeeping should have had the key, it was a restricted key. I called security police and asked if we could put a camera somewhere and were told no, you can't record conversations without letting the other person know. Well, we didn't expect a conversation so I bought a motion sensor camera pen. I put it in a cup of pens and plugged it into my computer, and turned the monitor off. It only took two days to see a person who was responsible to stock the area enter the office and go through all of her cabinets, drawers and pockets. We had no idea how she got the key. Now, as she was doing it she was talking to herself, so not being sure if that would constitute a conversation I stripped the audio off of the file. The manager turned it in, and guess what happened to the thief?
Not a damn thing. Video evidence of theft and all they did was move her to a different area. That was it! Later I was sitting in a hallway waiting for something and she walked in with a friend complaining bitterly about how she was moved...then she saw me. She looked mortified, so I knew she was aware of who she was stealing from. I thought she should have been happy to be moved and not fired, but nope she was mad over it.
So were I you I would secure my belongings because it isn't likely that anything will be done and she might do it again. And see how it goes. I think the staffing shortage will ease and stuff go back to normal.

Ug. Find a new job- then quit. It's only going to be more of the same and if it bothers you now, it's going to bother you later.  :(
