I'd bet it is.  Bill didn't strike me as the type who'd have someone close to/who cared enough about him to take the time to take care of such things after his death.

Great find - looks like Bill the AAA only posted one time there.

Several posts after Bill's, longtime BGer "WOTR" rewrote Bill's treatise with proper English grammer, punctuation, spelling, etc. It read beautifully, and must have been quite a chore. As I told WOTR at the time, he had made Bill sound less the Unibomber and more just the sad, lonely old man he was.
It was beautifully done, and I'm sure was a tedious effort.

Licence or not WOTR did a great job.  I wouldn't have tried that.
