Not quite true as a few different "personal rotor craft" were developed for the Army in the mid/late 1950s. Of course these were not electrically powered, but the concept was the same.

It was an obvious conclusion this was not a malfunction or pilot error considering neither Boeing or any air safety regulatory agency issued air safety bulletins/directives.

Similar profile to drug running aircraft in this part of the world.  Since this occured in Eastern Europe, something to do with the unpleasantness in Ukraine, perhaps?

If I had to guess, I'd say this is an experimental surface designed to spoof infrared sighting and tracking (IRST) systems.  With aircraft becoming so stealthy, tracking an enemy by infrared (vice radar) is becoming more important.
