I don’t know the genesis of it but when I started buying my guns in the 90’s those rules were in effect.

I vaguely remember ads in magazines like Boy’s Life when I was a kid where you could buy excessed M1 carbines through the mail.  And I think they used to carry hunting rifles and shotguns in the Sears catalog.

I suspect she picked it up at the restaurant.  You can see the crosshatching of the smoker grill on the breast, which most home methods wouldn't leave.
