Conte. The document establishes specific measures for the areas most affected by
the Covid-19 infection (Lombardy region and provinces of Modena, Parma,
Piacenza, Reggio Emilia, Rimini, Pesaro and Urbino, Alessandria, Asti, Novara,
Verbano-Cusio- Ossola, Vercelli, Padua, Treviso and Venice) and others valid for
the whole country. The provisions adopted are effective from March 8 until April 3,
2020 (except for different provisions contained in the individual measures).
The measures for the entire national territory
Stop at medical conferences
All congresses, meetings, gatherings and social events involving healthcare
personnel or personnel employed in essential public services or utilities are
suspended.
Cinemas, theaters and museums closed
The Dpcm suspends demonstrations, events and shows, including cinema and
theatrical performances, in both public and private places. All museums and other
cultural sites are also closed.
Closed pubs, discos, bingo halls
Pubs, dance schools, game rooms, betting rooms and bingo halls, discos and
similar clubs are suspended. In case of violation, the activity is suspended.
In bars and restaurants only one meter away
Restaurant and bar activities allowed only if the manager guarantees interpersonal
distance of at least one meter. In case of violation, the activity will be suspended.
In shops one meter away
Here too, the operator must guarantee the protection distance of at least one meter
between the frequenters and quota accesses. The same applies to outdoor
commercial activities.
Stop at sporting events and competitions
Confirmed the stop to sporting events and competitions of every order and
discipline, held in every place, both public and private, open to the public. However,
events and competitions (including training for competitive athletes) are allowed
inside sports facilities used behind closed doors, or outdoors without the presence
of the public.
Gyms, swimming pools and sports centers
Sports activities outdoors or inside gyms, swimming pools and sports centers are
allowed only on condition that it is possible to respect the interpersonal distance of
one meter.
Didactic activity in schools and universities is suspended
Educational activities in schools of all levels and universities are suspended until
March 15th. However, distance learning activities are possible. After that date, the
return to class after an absence for infectious disease of more than five days will
only take place upon presentation of a medical certificate.
Yes to courses for health professions
Post-graduate courses for the health professions, including those for doctors in
specialist training, those in general medicine and the activities of trainees, are
excluded from the stop.
Stop educational trips
School trips, exchange or twinning initiatives, guided tours and educational trips are
suspended.
Stops prohibited in first aid for relatives and carers
Prohibition for patients' carers to stop in the emergency room waiting rooms.
Furthermore, visitors' access to long-term care facilities, nursing homes and
residential facilities for the elderly is limited, according to the provisions of the
respective directorates.
Promote agile work, ordinary leave and holidays
The agile working method can be applied by employers to every subordinate
employment relationship, automatically, even in the absence of individual
agreements. It is also recommended to promote the use of periods of ordinary
leave and holidays.
Video or telephone interviews for inmates
A health enhancement is envisaged to limit the spread of the Covid-19 infection in
prisons and juvenile penal institutions. The visual interviews are held in telephone
or video mode. In exceptional cases, personal interviews may be authorized,
provided that a distance of two meters is absolutely guaranteed.
Ceremonies and funerals suspended
Civil and religious ceremonies are suspended, including funerals. The opening to
places of worship is granted only if it is possible to guarantee a protective distance
of at least one meter.
Absolute ban on moving for those in quarantine
Absolute prohibition to move from their home for those who have been quarantined
or tested positive for the virus.
Limited outings for the elderly, chronically ill and immunosuppressed
Older people or people suffering from chronic or immunosuppressed diseases are
asked to avoid leaving home unless strictly necessary, to avoid frequenting
crowded places where it is not possible to maintain an interpersonal distance of at
least one meter.
Move only if necessary
Everyone is recommended to limit travel to strictly necessary cases.
Those who have a fever stay at home
People with symptoms of respiratory infection and fever above 37.5 degrees are
strongly recommended to stay at home, to limit social contacts as much as
possible and to call their own doctor.
Hand sanitizer solutions in public places
In public administrations and in all premises open to the public, disinfectant
solutions for hand hygiene must be made available to users and visitors.
Spread sanitation prevention measures in public places
In the Dpcm schools, universities and public offices are asked to expose health and
hygiene prevention measures, and to mayors and trade associations to promote
their spread also in gyms and commercial establishments (from pharmacies to
supermarkets)
Public and private competitions one meter away
During public and private competition procedures, participants must be guaranteed
the possibility of respecting the safety distance of at least one meter between them.
Sanitation of public transport
Public transport companies are taking extraordinary measures to sanitize vehicles.
Obligation to communicate to the ASL for those who have stayed in epidemiological
risk areas
Anyone who has returned to Italy after staying in epidemiological risk areas (as
identified by the WHO) must notify the ASL and their general practitioner or
pediatrician of free choice.
